  中国疾病预防控制中心职业卫生与中毒控制所(简称职业卫生所)始建于1954年,前身是中央卫生研究院(1956年改称中国医学科学院)劳动卫生研究所,是我国第一个由中央政府主办的劳动卫生与职业病防治专业学术机构。1983年划归中国预防医学中心,1986年更名为中国预防医学科学院卫生研究所,2001年12月更名为中国疾病预防控制中心职业卫生与中毒控制所。 

  职业卫生所业务工作涵盖职业卫生、职业医学、卫生毒理和中毒应急等四个学科领域。职业卫生所全国劳动卫生职业病防治中心、国家化学中毒救治基地及是国家级中毒卫生应急队伍建设单位;职业卫生所作为“创伤与化学中毒”全国重点实验室共建单位和中国疾控中心“化学污染与健康安全重点实验室”依托单位化学品毒性鉴定质量考核合格机构具有建设项目职业病危害评价甲级资质。 

  职业卫生所是国家卫生健康标准委员会职业健康标准专业委员会秘书处国家职业病诊断与鉴定技术指导委员会、中华预防医学会劳动卫生与职业病分会、中毒控制分会,中国毒理学会卫生毒理学专业委员会、绿色化学与毒理评估专业委员会,中国卫生监督协会职业卫生专业委员会和中国健康促进与教育协会职业健康促进分会挂靠单位。 

  截至2025年12月底,全所在职职工157人(含派遣职工8人,中心传防处职工21人),其中专业技术人员146人(高级职称98人)。全所共设10个职能部门和14个业务部门,包括职业流行病学与风险评估研究室、理化检测室、职业防护与工效学研究室、妇女劳动卫生与生殖健康研究室、健康促进与职业紧张研究室、职业病监测与信息政策研究室、职业卫生标准研究室、职业性呼吸系统疾病研究室、生物标志物与分子流行病学研究室、毒理室、中毒控制室等。 

     

  主要职责 

  一、开展职业健康与中毒控制工作,为国家制定职业病防治和中毒控制相关法律法规、政策、规划、标准、监督检查提供技术支持。 

  二、承担用人单位职业病危害项目申报,职业病危害因素、职业病和急性中毒的监测、报告和风险评估工作,研究制订干预策略和措施建议,开展工作场所健康教育和健康促进工作。 

  三、承担国家级化学中毒救治基地和队伍管理工作,为重大职业健康危害和突发中毒事件应急处置提供技术支撑。 

  四、组织开展化学品毒性鉴定,职业卫生、中毒检测实验室质量控制工作。 

  五、开展职业健康、中毒控制的科学研究,推广适宜技术,提供技术服务。 

  六、为全国职业病防治机构开展职业健康和中毒控制工作提供技术指导。 

  七、承担职业健康与中毒控制相关的研究生教育、继续教育和业务培训工作。 

  八、开展职业健康与中毒控制领域的国际交流与合作。 

  九、承办中国疾病预防控制中心交办的其他事项。

Introduction

 

The National Institute for Occupational Health and Poison Control, Chinese Center for Disease Control and Prevention (referred to NIOHP, China CDC) was established in 1954. It was originally named National Institute of Labor Health Affiliated to Central Health Research Academy (renamed China Academy of Medical Sciences in 1956), which is the first national academic institution for Labor Health and Occupational Disease Control and Prevention sponsored by the central government. It became affiliated to Chinese Center for Preventive Medicine in 1983, renamed Chinese Academy of Preventive medical Sciences in 1986, then changed to National Institute of Occupational Health and Poison Control, Chinese Center for Disease Control and Prevention in December 2001. 

 

The professional fields of the NIOHP, China CDC encompasses occupational hygiene, occupational medicine, Industrial toxicology, and poisoning emergency response, among other domains. It is the National Center for Occupational Health and Occupational Disease Control and Prevention, National Base for Treatment and Cure of Chemical Poisoning, and a national-level institution for poisoning health emergency response.It is a co-leading Institution for the National Key Laboratory of Trauma and Chemical Poisoning, and the leading institution for the "Key Laboratory of Chemical Pollution and Health Safety" affiliated to the Chinese Center for Disease Control and Prevention. It is a institution for assessment of chemical toxicity and Class-A institution for the evaluation of occupational disease hazards of construction projects.  

 

NIOHP, China CDC is the Secretariat of the Occupational Health Standard Professional Committee of the National Health Commission Standardization Committee, and the National Expert Advisory Committee Committee for Occupational Disease Diagnosis and Appraisal. It is also the Secretariat  of Labour Health and Occupational Disease Committe and the Poisoning Control Committee, the Chinese Preventive Medicine Association, and the industry Toxicology Committee and the Green Chemistry and Toxicological Assessment Committee, the Chinese Society of Toxicology, and Occupational Health Committee, the China Health Inspection Association, and the Occupational Health Promotion Committee, the Chinese Health Education and Promotion Association.

 

By the end of December 2025, NIOHP, China CDC has a total of 157 employees  among whom 146 are professional and technical personnel (98 with senior professional titles). NIOHP, China CDC comprises 10 functional departments and 14 professional departments in total, including the Department of Occupational Epidemiology and Risk Assessment, Physical and Chemical Testing Laboratory, Department of Occupational Protection and Ergonomics, Department of Women Occupational Health and Reproductive Health, Department of Health Promotion and Occupational Stress, Department of Occupational Disease Surveillance and Policy Research, Department of Occupational Health Standards, Department of Occupational Respiratory Diseases, Department of Biomarkers and Molecular Epidemiology, Toxicology Laboratory, and Department of Poisoning Control, etc.

 

Missions

 

1.To conduct occupational health and poisoning control work, providing technical support for the formulation of national laws, regulations, policies, plans, standards, and supervision of occupational disease prevention and poisoning control.

2.To undertake the declaration of occupational disease hazard projects for employers, monitor and report occupational disease hazards, occupational diseases, and acute poisoning, conduct risk assessments, research and formulate intervention strategies and measures, and carry out workplace health education and health promotion activities.

3.To be responsible for the management of national-level chemical poisoning treatment bases and teams, providing technical support for emergency response to major occupational health hazards and sudden poisoning incidents.

4.To organize chemical toxicity identification, and quality control work of laboratories for occupational health and poisoning testing.

5.To carry out scientific research on occupational health and poisoning control, popularize appropriate technologies, and provide technical services.

6.To provide technical guidance for the occupational health and poisoning control work carried out by national occupational disease prevention and treatment institutions.

7.To undertake postgraduate education, continuing education, and professional training related to occupational health and poisoning control.

8.To conduct international exchanges and cooperation in the field of occupational health and toxicological control.

9.To handle other matters assigned by the Chinese Center for Disease Control and Prevention.
